A year or two ago they tried to enact legislation in Maine that required kayaks
on the ocean to have one of the "bike flags".  It is my understanding that it
did not pass because of potential difficulties rolling with the flag and that it
would not make that much difference to the lobster fisherman.  (maybe they were
going to use them as targets)
