I found a wheel is virtually identical to the ones used on top quality kayak
carts.
I got them mail order from:

Northern Tool & Equipment

They are a bit smaller than wheelbarrow tires but will fit in the hatches of
many kayaks. A length of 1/2 inch rigid copper water pipe (with a wooden
dowel in the center for increased stiffness) worked fine as an axle, For the
frame, I got creative with some schedule 40 PVC pipe.

3.00 x 4 Low Speed Pneumatic Tire & Wheel For carts and other low speed
applications. 100-lb. rated capacity. 10" outside dia., 13/16" bore. Weight
3 lbs. (They ARE on plastic hubs so you should probaly keep the tire
pressure under 10 lbs.)

David, I could not find these at  http://www.northern-online.com/

Can you describe where they are on Northern's site?  Just the correct category
to look under would help.  Note:  the URL you posted will not work because a
cookie has to be exchanged during access.
