"... Or do such commons of public access to the shoreline infringe on the fundamental rights of private ownership?"

Or does private ownership infringe on the rights of public access to our common shoreline?

Furthermore, in order to use the ocean, which belongs to no one, we much have access to the interface with that ocean; namely the shoreland. If private ownership of land prevents access to the water, then the rights of the public are violated.

Of course, if no one in the general public littered, made excessive noise, damaged private property, was violent or stole, this would be a non-issue. Fear is a greater motivator than compassion or fair play, and that may be part of that we are dealing with here.

Just a thought.
