I'll just add the strategy of one my sea paddling colleagues here. he's an experienced, skilled and strong paddler and doesn't need a rudder. However, he usually paddles with his rudder down so that he can focus on foward paddling technique (he is also a flat water kayak racer). He finds that this is most efficient, speedy and injury minimising for him.
