The secondary collar also helps reduce UV damage to the latex collar by covering it up some. It also does feel warmer around the neck than cold latex. It it is a neoprene secondary collar it will do what Doug suggests, i.e. be a backup albeit at a somewhat reduced effectiveness compared to the latex one.
