This has nothing to do with Philmont, but everything to do with scouting.

Those "doing" waterways in cooler weather take heed.

Cold weather and it's effects on "man overboard" is here.

  Missing Ashtabula canoeist presumed drowned

ASHTABULA - The Coast Guard made a quick search

of Lake Erie near Lake Shore Park in Ashtabula

yesterday but did not find any sign of missing boater

  Tim Harrison.

Harrison, 21, of Ashtabula, is presumed to have

drowned in the 50-degree lake on Saturday after the

17-foot canoe he was in capsized sometime around

6:30 a.m. Harrison was fishing with his fiancee's

father, Jack Williams, 47, of Ashtabula, about one mile

out on a calm lake when a wave swamped the canoe,

filling it with water and tipping it, officials said.

Harrison tried to swim to shore but ran into trouble

and called for help. Williams, clinging to the canoe,

paddled over and the two clung to the boat for about

two hours before early morning fishermen plucked

  Williams from the water.

Joan Mabee, area supervisor for the Ohio Department

of Natural Resources, Division of Watercraft, said

three Akron-area fishermen were busy pulling Williams

from the water and apparently did not see Harrison

who may have slipped under the water by the time

  they arrived.

Mabee said neither man was wearing a life jacket

although there were two in the canoe. Williams told

the Coast Guard he tried to put on a life jacket once

he fell into but was unable to secure it.

"Wearing a life jacket would have improved their

  chances of survival," Mabee said.

Coast Guard spokesman Andy Otero said searchers

spent about one hour searching the lake yesterday.

He said visibility and weather conditions would

determine if they return today or do another search

  later.

Mabee said his department was contacting local

divers to plan a search later this week.

Missing kayaker found alive at mouth of Saco River

BIDDEFORD — A missing kayaker was found clinging to a buoy at the mouth of

the Saco River this morning following an overnight search by the Coast Guard

and Maine Marine Patrol.

A Coast Guard helicopter and several patrol boats began looking for the

kayaker when he was reported missing at 4 p.m. Wednesday. The water

temperature was about 50 degrees.

Adam Powers, 21, of Cornwall, Vt., was cold when he was found at 6:43 a.m.

but he managed to avoid hypothermia. He would have been in much worse shape

if he had not been wearing a wet suit, said Coast Guard Petty Officer Chris

Davis in South Portland.

The kayaker was taken to the Southern Maine Medical Center, where doctors

were surprised to find him in such good condition. He was treated in the

emergency room and was not admitted to the hospital, said Tina Clark, a

spokeswoman.

Powers went into the water at Biddeford Pool in 6- to 8-foot seas with an

average wind of 21 knots, the Coast Guard said.

The National Weather Service had issued a storm warning calling for wind

gusts of 58 mph Wednesday morning. It was downgraded to a gale warning late

Wednesday afternoon.

''I can't imagine anyone going out in those conditions. It really befuddles

me,'' said Tom Hawley, a meteorologist from the National Weather Service in

Gray.

It was unclear how long Powers had been clinging to the buoy; a helicopter

did not spot him on an earlier pass. The temperature overnight plummeted to

about 38 degrees.
