Looked pretty fresh, so I figured he'd done the dirty work. I thought they scavenged more than hunted. A couple of weeks ago whilst out on a paddle in our local waters I actually was treated with the opportunity of watching a bald eagle grab a Barrow's Goldeneye (that's a kind of duck for the non-birders in the group) right off the water. That was the first time I'd seen an eagle take anything other than fish (a relatively common, but always thrilling sight), but it certainly fits with what you saw.
