There are many things that rescue personnel will and will not do.  Some are 
local policy, some are personal policy. 
There is a hierarchy concerning safety.  I have seen it expressed as the 3 
P's or sometimes
 the 4 P's.  Your concern should be first Personal, second Partner, third 
Patient (or Public if 3P's) and fourth Public (if 4 P's).  If medical 
personnel follow this hierarchy, they would protect Personal and not perform 
"mouth to mouth" without a protective device.

There is also a second neumonic(sp) that compels them to protect themselves 
as part of universal precautions.  "If it is warm, wet and not yours; use 
latex," (referring to gloves, shields, etc., here).

I took a CPR class recently, and the instructor was a trainer for a
paramedic program here in Portland, and a paddler.  She was emphatic about
always using a barrier.  I can certainly understand that emphasis, based on
a professional paramedic's point of view, but can foresee situations when
you'd want to ignore the rule.

It would be very tough to let someone go, when you felt like you could have
helped. I grabbed one of those masks and stuck it in my wallet.
