Spring, summer and fall in the "slot" where the wind flows through the gate to Treasure Island is usually the most windy. Very very reliable winds. Go up the Oakland estuary and out past TI. It's like getting hit with a hammer as you go past the lee side. Still shopping for the "perfect boat" to cope with that.
