Well, I don't have plastic bulkheads, but the way I did it help spread
the load on the bulkhead. My boat has a fragile enough glass bulkhead,
which I was not confident would stand the strain of  frenzied foot
stamping. I cut a piece of 50 mm (2 inch) thick closed cell (eva?) foam
to cover the whole bulkhead, and covered that with a piece of 4mm marine
ply. The foot pump is mounted to the ply, and the load distributed more
evenly over the bulkhead.  The whole thing can be pulled out for any
necessary maintenance on the foot pump. It fits tightly enough without
fastenings through the bulkhead, and is held in place by the intake and
outflow tubes attached to the inside of the cockpit.
The pump is a Chimp hand pump, converted to a foot pump by fitting a
stainless steel spring internally. This is OK, but doesn't get rid of
the water in the cockpit quickly enough IMHO. The ideal foot pump would
empty the cockpit (at least to low, stable levels) between swells when
surfing.
