Yes, "cut and paste" is the generic term for grabbing text and inserting it
elsewhere in the same document or another document or application.
However, one should be aware that not everyone is using a windows
machine and thus the sequence of mouse clicks or keyboard strokes
will depend on what a particular person is using.   For example, the
control-C, control-V sequence will not work if using unix and an X-windows
interface (left click and drag, right click to paste works though).  In any
case, the general rule is that one should only cut-n-paste enough text
to maintain the context of what you're commenting on.  On Usenet I'll
usually indicate where I've cut significant portions of text.  The goal
is to make the article readable while eliminating any text that is not
necessary.
