"I'm looking for recommendations on World Band Receivers (i.e. AM/FM/SW). I am looking for a model that is cheap, rugged, small, light and not a battery hog. "

As someone mentioned, you should get a copy of _Passport to World Band Radio._

This is a Radio Netherlands web site that has review of a number of different sets.

You should also think about what you want to do with it. If you just want to pick up some of the most powerful international broadcasters, and you don't particularly care about the sound quality, ease of use, accuracy of tuning, digital vs. analog tuning, whether the thing tunes all the SW bands, synchronous detection, single sideband reception, BFO, station presets, etc., etc., then you can probably get anything and it will be adequate for you.

"Cheap, small, and light" are not necessarily compatible with "rugged."

You also need to think about where you're going to use the radio. Because of the presence or absense of large broadcasting stations, some radios work better in Europe, some better in the U.S. Also, if you think you might want to listen at home, you probably should consider ease of use, sound quality, etc.
