I went to the web site, intending to make a comment, but did not find it
intuitive. How difficuult would it be to have a button that says "Make
comment"? Anyhow, if you want to tell the USCG what a dumb idea this is,
you need to click the "submit" in the nav bar at the top of the page.
You'll get a page to enter your name, etc, and finally a window to type in
your comment.
