Chuck is correct, in that the silicone can be scraped away. However, I believe the silicone adhesive leaves some silicone in the surface of the gelcoat underneath. If you ever need to refinish that part of the boat, you will have to aggressively remove a layer of gelcoat to avoid problems when you reapply gelcoat later. YMMV.
