I usually refer to this, a tad incorrectly sometimes, as frazile ice.  Technically,
frazile ice is the slush formed in water that is just about to freeze into a solid
sheet.  Sometimes, the stuff you paddle through is snow or crushed ice and not
exactly frazile.

I have a dictionary that defines frazile as ice that forms on the bottom of a lake.
Given that the densest water is above the freezing point and that the ice
forming will float to the top, it's unlikely that this could happen.
