    This is a not uncommon phenomenon in some NJ Rivers.  We call it "anchor
ice" because it forms on the bottom. Generally it forms at night and begins
to melt once the sun hits it....  But you can often see that slush if you're
early enough.  One side effect of it in a running stream is that it raises
the bottom a little.  Then after it melts you see a waterline an inch or two
above the current water level and you wonder why there was more water during
the night.........
