[Paddlewise] Veil Layers in Glass Layups

A common reinforcement schedule is alternating layers of matt and roving.
For kayak size layups, this is unlikely to be seen, this would be for very
heavy construction.

Also, the modern multidirectional fabrics often come with a veil layer
already attached.  Again, these fabrics are often much heavier than required
for kayak construction.
