Back to the issue of attaching retroreflective tape to PFDs: most SOLAS grade tape includes a recommendation that, for application on clothing or flotation devices, the user should peel off the backing on the tape and coat the adhesive with contact cement, and put a coat of contact cement on the area on the cloth where the tape will be located, as well. Best to do this twice. From practical experience on equipment used in open sea experiments --- as well as on my own first PFD ---, the procedure works very well. Might even work on the back of cycling gloves.
