I think the word you're thinking of is "cavitation", which is what happens when paddle or propeller blades create air bubbles on the boward side of the boat. I believe the lower pressure of the air vs. the water does decrease the propulsion efficency greatly, but I'll leave it to John W. or Matt B. or similar boffins to explain just why this is so.
