I'm visualizing a towing rig involving about 18 inches of pvc pipe on the tow rope that would allow close towing and hopefully, high efficiency (drafting) and control over the towee. It would run through the metal hoop (what's it called?) to which the carrying toggle is affixed, and be cleated near the cockpit. It would assume the towee has a similar hoop on her/his bow.
