One of the best backup skirt releases I've ever seen is a simple length of good quality, one inch wide poly strapping, one end attached inside the cockpit under the foredeck with a stainless steel bolt and some stainless fender washers and a locking nut, the other end brought up out of the cockpit and laid on the foredeck --- finished in a (nominal) nine inch loop with a piece of (nominal) four inch long, half inch ID reinforced plastic tubing to establish a handle or grip. (Knots, sewn-in nylon bushings, whiffle golf balls --- whatever: something to let you find it on the deck.) If you always keep the grip end tucked under a foredeck bungee, then, when you put the skirt on over the coaming and the strap, that release grip is always there should you need it. Scared once --- now prepared!
