You can't.  Or, at least, you can't walk into their office for one.  I
called them last week (or maybe the week before) about this.  I'd ordered
one 4 or 5 months ago through a Seattle gear shop, which never arrived.  
MSR claimed last week that their new stock was in transit from Sweden, so
I asked the retailer to re-order it.

No sign of it yet.  Since it's and *alcohol* stove, it would be
appropriate if someone started bootlegging the things over the border!

By now, I suspect everyone involved is bored with much ado about a $28
stove.  (I mean me, MSR and the dealer, not Paddlewisenheimers.)

You might take a look at www.piragis.com - they handle Trangia and have a #23 
listed - don't know how it compares to the #28 - looks to be very economical 
and compact. They also have the Sierra Zip Stove, which was discussed a while 
back. Piragis Northwoods Company is a Boundary Waters outfitter, and they 
also have a nice on-line catalogue. Good reliable people from my experience 
with them - standard disclaimer yada yada yada ....
