FYI, the US Coast Guard claims the authority to terminate any voyage where
it determines that the vessel is manifestly unsafe for the conditions.
Readers of "The Perfect Storm" may recall that this authority was used to
force a sailor to abandon his perfectly seaworthy sailboat far out in the
Atlantic during the storm (the sailboat later washed up upright and
perfectly unharmed on a Maryland beach).
