12 gauge flares generally aren't very effective.  25mm are much better but
much more expensive.  Skyblazer XLTs are better yet, and don't require a
gun.  a pack of 3 will easily stow in a PFD pocket.  SOLAS grade parachute
flares are the big daddys.  They burn for +/- 45 seconds and attain an
altitude of 1,000 feet.  Cost about $40 apiece and are cumbersome to stow.
They will definitely get you noticed.
