I missed the earlier posts on this, but why won't it?  If you empty the tank, flush
it with alcohol and run alcohol thru the stove, you have eliminated any danger of
explosion.  You should be able to get gasolina blanca in Panama City.

Flushing with alcohol will not do it, alcohol is also a flammable liquid.
The issue is the transportation of hazardous materials by commercial
airliner.  Even if you meet all the IATA and US DOT rules for packaging, the
captain of the airplane is entitled to decline to carry your hazardous
materials if he does not want to carry them.  I think the airlines say no to
stoves and fuel containers to make the decision a no brainer for the ticket
agents.  This issue was beat to death on a backpacking list several years
ago.  The bottom line is you are trying to balance the cost of a stove and
fuel against a fine and jail time if you are caught and convicted.

The airlines can get really strange about things like this.  I had a roll of
duct tape confiscated as I tried to fly back to MPLS from DC.  The security
agents statement was that I could use the duct tape to restrain the
passengers.  Thankfully he did not confiscate my tie or shoelaces.  When I
was flying back from Tanzania the security agent asked if I had a Swiss Army
Knife in my carry on luggage.  I did not and said so.  I suspect he had a
nice side business selling confiscated knives.  Since he did not ask I did
not volunteer that I had a leatherman in my camera bag.
