No, it should have been, but we encountered only about a half an hour of
light headwind one afternoon, just enough to cause us to feather our
paddles. We lucked out. (We were there in January.)

No real problem finding camp spots because we were not limited by surf,
which can be quite large (6'-10') at most times of year on many beaches. We
again lucked out with quite flat water and rarely 3' surf. But, because of
the 9' tidal ranges, we generally paddled up a river each afternoon, staked
out the boat to a paddle stuck in the sand at the top of the river-edge
cliff, and just waited 'till the tide rose and the boat met us at the top of
the sand. This required navigating the surf at river mouths, but that was
manageable.
We never had to ask permission to camp, but we did pay the about $10 per
night for three nights to camp at Corcovado National Park, on the lawn in
front of the ranger station. Such luxury. There are three such stations and
all Park camping must be done there. Delightful, actually.

I was actually in this area back in the early nineties. I went with a
kayaking friend (originally a client) although we didn't do any kayaking -
we she booked us on a
a "package" and we flew into Gulfito, then further to the coast and stayed
at the Corcovado Lodge (I think). We made the reservations through a
friend who was running the rafting program for Costa Rica Expeditions. It
was really one of the most beautiful places I've ever been and I'd love to
spend more time there. More untouched than the rest of the country. They
say it has the highest percentage of parks but....

We did, btw, take a rafting trip with the company and also booked
ourselves on a van tour to a volcano. The guide turned out to be the head
of eco-tourism and a great naturalist - we learned alot about plants as
landing pads for insects and cool things about bromiliads. It was great
seeing things from "the other side!"

In addition we ran into some people doing the annual bird count and got to
go to another remote area.

I have been to the Corcovado also.. also early 90's. I've often thought
about returning for a self guided kayak tour. Someone posted that you were
allowed only to camp in certain areas?
