We visited Italy 9 years ago (by bicycle). Focusing on the north including Florence, Pizza, and Venice. One of our side trips was to the island of Elba in the western Mediterranean. I concur that Venice is not a place I would choose to paddle. Not only do you have the effluent from daily human activity but as I recall there was a oil processing facility nearby on the waterfront. On the otherhand island of Elba appears to offer some great paddling opportunities. The train takes you to the ferry port and there is a very comfortable ferry ride to the island. Lots of hotels/hostels to take advantage of. There is a rental/excursion outfit on the island.
