I can guarantee you that very few are in use. That's just a waste of gas. When you see one car with a rack, you can't say much about its use. When you see lots and lots of cars and trucks with racks, you can bet a lot of folks are just too lazy to take them off. While you may be wrong in pointing out one vehicle, in general you're correct. I usually take mine off after use. I encourage others to do the same!
