The way I would do it Joan is weld disks in the center of 2 rods, drill
through the centers of each and devise a pivot (peened pin as in a
rivet).  drill through the disks to insert a chain/cable when they are
in the proper position.

I retrospect, I could see this be far more efficient shorter and and
mounted by forming an X shape between beams under the coaming.  This
could be sized for a particular boat by off setting the pivot.
