The registration number is NOT what they base the claim on. You must supply the hull ID on the registration application. Re: removing the hull number... some manufacturers will do that for 2nds or blems, so it is not prima facie evidence of a stolen boat. PA also requires presentation of a bill of sale or else a serious looking affidavit for the boat...
