In other words, if you want to kayak at the Channel Islands, you have to paddle the 11 NM crossing to Anacapa Island or the 18 NM crossing to Santa Cruz Island and so on. It certainly would reduce the amount of kayakers there, because most of them are unwilling to make the crossings. Also, those who are capable of making the crossings more than likely have the kayaking skills to stay out of trouble. If they don't have the skills and still make the crossings, then they still deserve to be there because of their good luck and guts.
