Donald Reid says "Mike, at sea ... according to all the 'rules and regs' ... a strobe, per sie, has no meaning ..." Steve Holtzman says "As far as strobes go---most ports and coastal areas on the West Coast are considered Inland Waterways---a strobe is a distress signal on them." So we seem to have a difference in opinion as to the use of strobe lights in inland and Great Lakes waters. It has long been a truism in the Great Lakes area that strobes are considered to be a distress signal.
