This misses the point. If the retailer knows what they are doing you will not have to pay the taxes in the first place--there is nothing to refund. The idea is to take delivery at the border, in which case you do not pay GST or PST. This is "standard operating procedure" for competent retailers who sell lots of boats to U.S. customers (unless things have changed very recently).
