If your retailer says otherwise, go elsewhere. I have purchased a number of boats from Canadian retailers, and have never paid GST or PST. Also, you should not be shy about negotiating over price (although this is not always successful--it helps if they have the boat in stock). While the savings vary, I have saved as much as 34% relative to the U.S. list price. The price differential seems to have declined a bit in the last couple of years.
