I am bothered by folks that have no undrstanding of the "Rules of the Road." Or simple courtesy, for that matter. While in the Navy, I was required to demonstrate that I understood the "Rules...", and that I could safely operate the sailboat before I was allowed to rent it. I did not consider this to be a big intrusion. On the other hand... Now, if I could only figure out how to launch a Harpoon anti-ship missle from my kayak without getting fried, that would go a long way towards discouraging dangerous and uncivilized behavior along the waterfront.
