I would suggest taking a picture of the offensive "Jet Skier." Then filing a suit for civil assault and filing a police report for assault. Assault is the intentional act of putting someone in fear of a battery. A battery being an unwanted touching. The civil case could be brought sans attorney in small claims court and the judgment if collected could provide funds for that new kayak you have been wanting. Additionally, you should enter the political arena and seek the ban of "jet skis" through the political process. I'm still hoping for a such a ban on the Wekiva River where I live.
