I would say that is pretty much true because the "average" sit-on-top is quite wide and stable and designed such that it's easy to climb onto rather than roll. However, I've paddled a friends Prijon Twister which essentially a whitewater hull very similar to the Prijon Hurricane but with a closed deck making it a sit-on-top.
