In the original scenario, with people nearby and in a marina situation, since everyone here is a good Paddlewiser (read wearing proper immersion gear and PFD), REACH for them with your boat or watch them drown. It's a simple choice. The original scenario did not take place on the open sea or amidst iceflows or crocodiles.
