Alan, Contact cement will work for the foam to plastic but proper surface preparation is real important. Clean the surface of the plastic real well with acetone first then use coarse sand paper to rough the area thoroughly. Spend several minutes on this so all of the original smooth surface is removed then use the acetone again right before you apply the cement. I let the cement dry for about 10 minutes and then apply a second coat. Apply two coats to the foam also. Wait about 10 minutes then place the foam. Clamping should not be needed. In the past I've used Perceptions marine contact cement but several people on this list have used Weldwood Contact Cement (found in most hardware stores) and reported good adhesion even after 2 to 5 years. One person on the list reported good success with Goop Marine cement for foam/plastic. I've used the Goop Marine on foam/fiberglass with good results but have not used it on plastic yet. Goop makes several "different" adhesives, Household, Marine, Shoe repair, Plumber, Sportsman, to name a few. I called the Goop technical support person and she said there are slight differences. For example the Plumbers Goop has the highest tensile strength. The Marine has some UV resistance. I don't have any experience with D-rings on poly.
