I can tell you that Virginia does not register or tax anything "human
powered", but, as soon as you do something like attach a trolling motor to a
canoe, then you have to have the canoe registered, and you pay for that
registration (don't know the exact amount - might be on a scale based on
several factors like size and approximate value, etc).  Then, because it's
registered, you get a personal property tax for boats on it.

Again, as long as it stays human powered, no registration and no tax.
