I've only seen that done in the case of drugs ... but I have seen them 'block' the document of a documented vessel until the charges were settled. Don't say 'never' ... I've seen a lot of things happen in the last 50+ years that I would have said 'never' ... not even 'unlikely' :-)) Capt.
