I'm very happy with OziExplorer (www.oziexplorer.com). You can buy the
software for about $65, and get almost any topo or NOAA chart for free.  You
just import the scanned maps/charts and you're ready to go.  I use a Garmin
GPS 48, but I think it works with most any GPS with upload/download
capabilities.  You can pass waypoints, routes and tracks from the software
to your GPS and vice versa.  Low res versions of NOAA charts that work fine
for plotting waypoints are available from http://mapfinder.nos.noaa.gov.
Topos are available from a number of sites.  if you go to the
sci.geo.satellite-nav newsgroup and ask where to find a particular topo I'm
sure you'll be able to find it.  You can even scan in your own charts if you
have a scanner big enough.
