This is getting interesting ....

In setting up a proposed 'tour operation' in Brazil ... we
had to consider the fact that there is no trusty Coast Guard
available nor helicopters ... government supported rescue
efforts are affected by a 'full fledged' military corvette.
Several years ago (early 1980's) there was an instance where
a commercial fishing vessel we were using for a researh
project went up on the rocks on the Atol das Rocas ... some
200 miles offshore.  Their S.O.S. was relayed by other
fishing vessels. And their Navy responded by dispatching a
corvette several hours later ... they and to find the crew
and diesel fuel.

I contacted myself the Brazilian Air Force ... and the local
general (and I) flew out to the Atol in his official
aircraft ... saw that the crew was safe ... and dropped some
care packages of food and water.

The close inshore waters along the coast consist of various
reefs ... and in any case, a rescue operation by a deep
draft ship would never get close enough to help except by
launch ...

So .. preplanning ... our tour operation will provide a
shore vehicle that will follow the kayakers down the coast
... in most cases maintaining visual contact and contact
with the tour leader by VHF.  In the Amazon and the Pantanal
... the same service will be provided by a motorized launch.
