I just came back from DelMarVa, and found an interesting approach in
skeg design utilized by the traditional skin and frame boats.  The skegs
were basically frames, the center was drilled out, which allegedly
allowed them to work as skegs and gave little resistance to turning.

Is there any reference or thoughts about this?
