My first attempt left me an inch from the surface and following attempts were similar to yours (perhaps without the fishlips, though ;^) With a little more practice I was able to discover how to situate my body so that I could easily reach the surface. With a tuiliq you can raise your butt slightly away from the seat, which makes the maneuver easier. A neoprene skirt will work for this technique but adds slightly more difficulty since it resists your efforts to stretch away from the cockpit. Good Luck!
