Hmmm, In my experience it's mainly the folks who lack humility who classify themselves as "expert". I'm always extra skeptical of "experts" by their own assessment. I've know several paddlers who are "expert" in terms of established ratings, e.g. BCU and various club schemes whether formally assessed or not. Of these I cannot name one whom would self describe as "expert". I feels to me an invitation to be proven fallible (again) by the sea.
