Hi Arthur, When entering a foreign port you must declare if you have any weapons on board (locked or unlocked, it doesn't matter) this is ALL countries. Officials, customs, police etc ALL have a right to search the vessel. At least Cuba gave it back, in Turkey you'll get thrown in jail.
