I have mounted removable navigation lights on my Valley Avocet that would readily double as flag holders. West Marine sells the Aqua Signal battery-powered lights in bow (red/green) and stern (360o white) configurations, with a choice of a suction cup base, or a 2" vinyl flange, for gluing to inflatables. I bought the flange model, cut off the flange, and through-bolted the flexible vinyl socket into the bow and stern flush deckline fittings. This required only a slightly longer stainless screw and a washer. The sockets are very inconspicuous when not in use. A flagstaff could easily be made from aluminum or fiberglass tubing. A section cut from an orphan ski pole would be about the right size. If you opt for a suction cup mount, be sure you attach the assembly to the boat with a separate lanyard.
