I use the same method you describe with a 3 inch thick foam bulkhead inside the sea sock to hold the sea sock off my feet and legs. To make the bulkhead the right size I first made a template out of cardboard to match the shape of the area right in front of the footrests, then traced onto the foam and then cut it out. For floatation I have bow and stern double-chambered float bags. Gear goes in the lower chamber then you blow air into the upper chamber to fill the space above the gear to keep the gear against the hull.
