A friend of mine has a similar problem -- having to carry his boat on the top of a 4WD pickup with a cap, much to high to reach. He's built a rack out of 2x4s bolted to the top of the cap. A second rack, also built of 2x4s, slides into this rack, and holds the boat. Once in place, he fastens the moveable rack to the fixed rack with spring pins.
